General (Ret.) Former Chief of Staff of the Armed Forces – Senegal

Former Chief of Staff of the Armed Forces of the Republic of Senegal and then Ambassador to the Kingdom of Spain, General Mamadou SOW (Ret) has led and participated in the elaboration of several defense and security policies at both the national and international levels.
A graduate of the National School for Active Officers in Thies, Senegal, and of the French military academies of Saumur, Fort Knox in the United States and the National War College in Nigeria, he has been regularly deployed in operational situations. He has served as Commander of an operational area in Senegal, Sector Commander of the United Nations Mission in the Democratic Republic of Congo (MONUC) and as Chief of Staff of the United Nations Mission in Darfur (UNAMID).
Chairman of the ECOWAS Chiefs of Staff Committee, he participated in the planning and engagement of the West African Forces during the crisis in North Mali in 2013.
As a military advisor to the political authorities, he has taken part in high-level international and regional negotiations.
Aware of the indispensable complementarity of public and private efforts in the field of security and the need to integrate security challenges into business development strategies, he offers his expertise to develop operational and relevant solutions for private sector investors in Africa.
General Mamadou SOW is director and president of TSO and *TERANGA SURETE AEROPORTUAIRE (TSA).

A former officer in the French armed forces, Jean-Martin JAMPY has been living in Africa since 2001, where he has held management positions within an international industrial group.
An auditor of the Institut des Hautes Études de la Défense Nationale, he has specialized in security and safety issues in Africa, combining his skills in public affairs management. He also advises regional and international institutions and economic actors.
Combining operational experience, mastery of political and security issues and regional socio-cultural dynamics, he implements a global and integrated approach to safety and security issues within TERANGA SECURITY OPERATIONS (TSO) and *TERANGA SURETE AEROPORTUAIRE (TSA).

With over 35 years’ experience in the civil aviation sector, Papa Diery SENE holds an MBA, a Master’s degree in Audit and Management Control, as well as several certificates and diplomas in financial management from a number of universities and institutes (New-York University, CESAG & ISM Dakar etc.).

Holding the prestigious joint accreditation of the International Civil Aviation Organization (ICAO) and the Airport Council International (ACI) in International Airport Management (IAP/AMPAP), he has held senior positions in the field of finance, as well as with several specialized institutions and organizations in the aviation sector.

Papa Diery SENE notably co-chaired the Transfer Committee (Economics, Environment, Institutional Model and Connectivity) from Léopold Sédar SENGHOR Airport (LSS) to Blaise Diagne International Airport (AIBD) in 2017, served as Treasurer of ACI-Africa from 2008 to 2018, and currently represents the Africa Region on the ACI Airport Committees: Economics (2008-2018) and Airport Safety/Security (2020-2026).

Member of the Association des Anciens Enfants de Troupe du Prytanée Militaire de Saint-Louis (Senegal), Commander of the National Order of the Lion, Papa Diery SENE is an international expert on economic, financial and security issues in the airport sector.

Economic Operator Senior Advisor TSO

After a career as an officer in the Senegalese Armed Forces within units regularly deployed in operational situations, combined with a solid experience as a military security inspector, Adama BAKHOUM joined the activities of the family group in the real estate sector in Senegal.
High level sportsman, international rugby player within the military and national teams of Senegal, he worked as a senior manager for the International Rugby Board (IRB) from 2011 to 2021 as Regional Training Manager for Africa.
A graduate of the École Nationale des Officiers d’Active de Thiès in Senegal, and of the American (Fort Knox) and German (Wolfhagen) military academies, Adama BAKHOUM is today a Senegalese and West African economic operator who combines his expertise in security issues with a fine knowledge of French and English-speaking Africa and its economic and social fabric.
