Board Member and Chairman of TSO and TSA

Former Chief of Defence Staff of the Armed Forces of the Republic of Senegal and subsequently Ambassador to the Kingdom of Spain, General of the Army (Ret.) Mamadou SOW has led and contributed to the development of several defense and security policies at both national and international levels.

A graduate of the École Nationale des Officiers d’Active (ENOA) in Thiès, Senegal, as well as the French military academy in Saumur, the US Army academy in Fort Knox, and the National War College in Nigeria, he has been regularly deployed in operational environments. Notably, he served as an operational zone commander in Senegal, a sector commander within the United Nations Mission in the Democratic Republic of Congo (MONUC), and as Chief of Staff of the United Nations Mission in Darfur (UNAMID).

As Chairman of the ECOWAS Committee of Chiefs of Defence Staff, he participated in the planning and engagement of West African Forces during the crisis in Northern Mali in 2013.

Serving as a military advisor to political authorities, he has taken part in high-level international and regional negotiations.

Recognizing the indispensable complementarity between public and private efforts in the field of security, and the necessity of integrating security challenges into corporate development strategies, he provides his expertise to develop operational and relevant solutions for private sector investors in Africa.

Jean-Martin JAMPY

Board Member and CEO of TSO and TSA*

A former officer in the French Armed Forces, Jean-Martin JAMPY has been based in Africa since 2001, where he has held executive leadership positions within an international industrial group.

An alumnus of the Institut des Hautes Études de Défense Nationale (IHEDN), he specializes in African safety and security matters, blending this expertise with his skills in public affairs management. He also serves as an advisor to regional and international institutions and economic actors.

Combining operational experience with a deep mastery of political and security challenges, as well as regional socio-cultural dynamics, he implements a comprehensive and integrated approach to safety and security issues within TERANGA SECURITY OPERATIONS (TSO) and TERANGA SURETE AEROPORTUAIRE (TSA).

Adama BAKHOUM

Economic Operator – Senior Advisor to TSO

Following an officer career in the Senegalese Armed Forces within units regularly deployed in operational environments, combined with extensive experience as a military security inspector, Adama BAKHOUM joined his family group's business operations in the Senegalese real estate sector.

A high-level athlete and rugby international for both the Senegalese military and national teams, he served as a top executive for the International Rugby Board (IRB) from 2011 to 2021 as the Regional Training Manager for Africa.

A graduate of the École Nationale des Officiers d’Active (ENOA) in Thiès, Senegal, as well as the US Army academy in Fort Knox and the German military academy in Wolfhagen, Adama BAKHOUM is today a Senegalese and West African economic operator. He combines his security expertise with a deep understanding of both French- and English-speaking Africa, alongside its economic and social fabric.

Papa Diéry SÈNE

Financial and International Airport Management Expert

Deputy CEO of TSA, Expert in Finance and International Airport Management

With over 35 years of experience in Civil Aviation, Papa Diery SENE holds an MBA, a Master’s degree in Audit and Management Control, and several certificates and diplomas in financial management from various universities and institutes (New York University, CESAG & ISM Dakar, etc.).

Holding the prestigious joint accreditation from the International Civil Aviation Organization (ICAO) and Airports Council International (ACI) in International Airport Management (IAP/AMPAP), he has held top-level executive responsibilities in finance, as well as with several institutions and specialized organizations within the aviation sector.

Notably, Papa Diery SENE co-chaired the Transfer Committee (focusing on Economics, Environment, Institutional Model, and Connectivity) for the transition from Léopold Sédar SENGHOR Airport (LSS) to Blaise Diagne International Airport (AIBD) in 2017. He also served as Treasurer of ACI-Africa from 2008 to 2018, and currently represents the Africa Region on ACI World Committees: Economics (2008–2018) and Airport Security/Safety (2020–2026).

A member of the Association des Anciens Enfants de Troupe of the Prytanée Militaire of Saint-Louis (Senegal) and a Commander of the National Order of the Lion, Papa Diery SENE is an international expert on economic, financial, and security matters in the airport sector.
